No its not true. You cannot target belly fat, you have to lose fat all over your body. Proteins make you less hungry and allow you to eat less and feel statisfied. Excess proteins is only bad for your kidneys, but can't be stored as fat. Protein will help keep muscle (which burn more fat) if you are exercising. edit @Josh: Protein feeds the muscle if they need repair.
